Council and premier clash over barangaroo plans

President Rodrigo Duterte has rejected the government's proposed "barangaroo court" to hold alleged drug lords and drug pushers in jail instead of judicial processes.
Duterte's public criticism of the move came while making the case for the planned launch of a new drug "warrior" unit.
Duterte was asked why he didn't want the new barangaroo court, which would involve a court of inquiry of officials who are suspected of drug trade violations.
He answered that he would consider changing the constitution if he loses the presidential election on October 9.
"The problem we have is that it has already passed and I don't want to do another barangaroo court and I said 'we'll just do what we already have done'."
On October 4, Duterte announced a new barangaroo court, which would be used to seek the arrest of people and suspects suspected of drug crimes.
Duterte had recently said the court should be called after being unable to arrest suspects by using traditional procedures of law.
Duterte has faced calls from human rights groups and lawyers from various groups to reconsider his controversial stance on drugs following the recent murder of 27-year-old Andrew Lee in Davao City.
As of yet, barangaroo court trials are not permitted under Philippine laws, including the ICCPR.
However, a law passed in 2015 allowing the establishment of such tribunals was not upheld by the Supreme Court.
Meanwhile, in a letter to Duterte on Sunday, the government claimed the measures would help it gain credibility among public opinion.
On Monday, Duterte's office again called for the changes in the law.
Duterte told the news conference that he still has "no intention" of accepting the Supreme Court's ruling that the barangaroo trial system had no right to exist.
He said the government was now seeking consultations from lawyers to see if they can accept the Supreme Court's statement.
Duterte also said that there was a "disincentive" to change the current barangaroo method.
He said it was not a "good idea" for the drug lords in the drug war to be released by the barangaroo court because the law would be perceived as "bowing to pressure."
"When they tell us that the barangaroo court will not do, I beg the lawyers to reconsider. Because if they don't think it will serve our interests, how would you really do it?" said Duterte.

This is how the state's transport department described the conditions to a group of lawmakers today: "A total of 17 vehicles were still stuck during the weekend. Eight vehicles were towed from the area between 10pm last night to Monday morning. "The cost for putting the system into operation and maintaining these new stations is estimated at between $8 billion and $10 billion for the entire network," said Department of Transportation Secretary Pete McCluskey.
The CART system has a history of reliability, having survived during two very bad winters during which a lack of fuel supply caused the trains to stall, and when the station that would replace the CART station on the north side of Manhattan was destroyed when it burst into flames in 2009.
The most recent winter, in 2007-2008, the CART system was plagued by delays caused by a lack of fuel. At one point, trains stopped for almost 30 minutes. In 2011 the CART train system reached its capacity, and it remains the busiest transit system in the world.
